Why do checked baggage fees vary so much?

Region and business model. Full-service airlines usually include one or two checked bags on international economy tickets and sell extra weight. Low-cost carriers unbundle everything, so a bag can cost 20 to 80 dollars depending on when you pay.

Is it cheaper to prepay online?

Yes, typically 20 to 40 percent cheaper than the airport counter. Some carriers double the fee if you pay at the gate. Add bags at booking or through the airline's "manage booking" page before check-in opens.

Do fees include a weight allowance?

On weight concept airlines the fee gets you a bag up to 23 or 32 kg. On piece concept airlines (mostly the Americas) each bag has its own weight cap and you're charged per bag, not per kg.
