What size is a typical personal item?

Roughly 40 x 30 x 20 cm on full-service airlines, small enough to slide under the seat in front of you. Weight is usually included in the cabin allowance.

Do I always get a personal item for free?

Almost always, but check basic economy fares carefully, because a handful of U.S. airlines restrict basic tickets to a personal item only, and some low-cost European carriers cap it at "small backpack" size.

What counts as a personal item?

Handbag, laptop bag, camera bag, small backpack. The rule is: it fits under the seat in front of you. A wheeled cabin bag never counts as a personal item.
